Villa Resorts is looking for an experienced Project Controls Manager to establish and implement a Group-wide Project Controls Function across our project portfolio in the Maldives. This is a 6–12 month fixed-term transformation role focused on establishing project controls systems, governance, reporting, cost and schedule controls, risk management, and change management. KEY RESPONSIBILITIES: Establish and implement the Group Project Controls framework, policies, and procedures. Oversee project cost, schedule, risk, procurement, contracts, and change control. Review project programmes, budgets, forecasts, and performance. Monitor critical risks, delays, cost variances, and project KPIs. Establish standardised project reporting, dashboards, and registers. Provide consolidated project performance reporting to Executive Management. Develop internal capability and ensure successful handover of the Project Controls function. QUALIFICATIONS & EXPERIENCE: Bachelor's Degree in Engineering, Quantity Surveying, Construction Management, Project Management, Business Management, or related field. Minimum 12 years' experience in major capital projects. Proven experience establishing Project Controls systems, functions, or PMO frameworks. Experience managing multidisciplinary project controls teams. Strong experience in cost control, planning, risk, change management, contracts, and project reporting. Experience in hospitality, infrastructure, construction, property development, or major capital projects. PMP, PRINCE2, AACE, RICS, or equivalent certification is an advantage. TECHNICAL SKILLS: Project Controls & Governance, Cost Control & Forecasting, Planning & Scheduling, Risk & Change Management, Contract Administration, EVM, Project Reporting & Dashboards, Primavera P6 / MS Project, Power BI, PMIS / EDMS.
